Question: What will your approach to arms control be as President?

Answer: Well, obviously we want to curb the spread of weapons around the world. I think we uh–nuclear proliferation is one great challenges and obviously I would join into international agreements that would reduce the spread of arms throughout the world.
Questioner then asked: Will you uphold the Moscow Treaty which requires the United States to reduce their nuclear weapons from 10,000 to 2,000 by 2012?
Answer: What treaty?
Questioner: The Moscow Treaty signed by President Bush and President Putin.

Answer: I, aaaahhhhh, will have to look at that treaty. But the fact is the Russians just announced their withdrawal from the Conventional Forces in Europe Treaty. And that was a pretty big deal. That was negotiated by Gorbachev and Regan as I recall. So I have to look at it in the light of the announcement of the Russians to withdraw from the Conventional Forces in Europe Treaty they have an overwhelming conventional advantage, obviously, that would would change the equation some.
